CM Naidu Urges Technocrats to Drive India’s Self-Reliance at NCeG 2025

Andhra Pradesh Chief Minister N. Chandrababu Naidu urged young technocrats to prioritize homegrown technologies to strengthen India’s self-reliance. Addressing the delegates at the 28th National Conference on e-Governance (NCeG) 2025, he shared a roadmap to position the state as a leader in emerging technologies.

Highlighting the Quantum Valley in Amaravati, Mr. Naidu announced that Andhra Pradesh plans to develop quantum computers within two years. If successful, India would join a select group of six countries advancing quantum technology by January 2026. He also described the combination of Amaravati Quantum and AI as a “powerful tool” for data-driven governance using satellites, drones, sensors, and CCTV networks.

The Chief Minister unveiled several futuristic projects, including a Space City near Sriharikota, Drone City in Orvakal, Electronic City, and a Medtech Park. He encouraged civil servants, including IIT and IIM graduates, to actively support these initiatives.

Under the theme “Civil Services and Digital Transformation,” Mr. Naidu launched the Sanjeevani Health Project, which maintains digital health records for preventive and curative care. The project also promotes “food as medicine” and “kitchen as pharmacy.” At the same time, he highlighted Mana Mitra, a WhatsApp-based platform offering 751 government services digitally to improve accessibility.

Emphasizing India’s growing role in AI, Mr. Naidu stressed the need for domestic technology development, citing South Korea’s semiconductor journey as an example. He projected India as the third-largest economy by 2028 and the largest by 2047. He also called for renewed focus on innovation and support for MSMEs through initiatives like the Ratan Tata Innovation Hub, citing successes such as e-Seva and Mee-Seva.

Srinivas, Secretary of the Department of Administrative Reforms and Public Grievances, praised Andhra Pradesh’s Real-Time Governance system and Mana Mitra, noting that 738 services have already gone digital. He also highlighted national programs like e-Office and CPGRAMS, which resolved over one crore grievances in a decade and cut average resolution time to 10 days. The next-generation CPGRAMS, with AI-driven categorization and multilingual support, is expected in 2025–26.

Abhishek Singh, Additional Secretary, Ministry of Electronics and IT, noted AI’s transformative potential and announced that India will host the AI Impact Summit in February 2026. Finally, Chief Secretary K. Vijayanand highlighted the civil services’ role in building digitally empowered, inclusive governance, stressing security, ethics, and accessibility.

Overall, Andhra Pradesh is positioning itself at the forefront of digital innovation, signaling a new era of tech-driven governance and citizen-focused public services.
