Visakhapatnam Declaration Strengthens Digital Governance in India
The 28th National Conference on e-Governance 2025 concluded with the unanimous adoption of the Visakhapatnam Declaration on Digital Governance, which sets a national roadmap to strengthen citizen-centric, transparent, and efficient governance.
The declaration advocates a “Whole-of-Government” approach, equipping civil services with digital skills, agile frameworks, and continuous capacity building, while ensuring the ethical and responsible use of emerging technologies.
Organized by DARPG in collaboration with MeitY and the Government of Andhra Pradesh on 22–23 September 2025, the conference reaffirmed the vision of “Viksit Bharat 2047” and the principle of “Minimum Government, Maximum Governance.”
Delegates highlighted the transformative role of AI, Machine Learning, Blockchain, GIS, IoT, and Data Analytics in delivering sustainable and efficient public services. Award-winning initiatives such as Digital India BHASHINI, Digi Yatra, and NADRES V2 were recognized for enabling multilingual, real-time services at scale. Projects like SAMPADA 2.0 and DAMS by NHAI were recommended for nationwide replication.
The conference also stressed digital literacy for women, youth, and marginalized communities. Andhra Pradesh’s plan to develop Visakhapatnam as an IT hub was endorsed, leveraging digital infrastructure, skill development, and industry-academia partnerships.
Through the Visakhapatnam Declaration on Digital Governance, the city is positioned as a national model, advancing India’s vision for inclusive, technology-driven governance.
