Hundreds of Eligible Properties Still Stuck in 22-A List
Despite government orders to remove properties with no legal impediments from the 22-A prohibited list, several private properties — including plots in approved layouts and house-site pattas — continue to figure in it, as applications for deletion pile up before revenue authorities in the district.
“We have been running from pillar to post for over a year just to get our plot removed from this list, even though there is no dispute over the land,” said a resident of an approved layout in the city, who has applied for deletion but is yet to hear back.
The government had issued G.O. Ms. No. 444, directing removal of eligible properties from the list. However, a large number of applications are reportedly pending before Tahsildars, RDOs and the District Collectorate.
Property owners say the delay has hit their ability to register, sell or transact in their properties, and have sought quicker disposal after verification of records and field inspection.
Several layouts approved during the erstwhile VUDA period — now part of the VMRDA — have reportedly found their way into the 22-A list. Lands covered by government-issued house-site pattas have also been included, with beneficiaries approaching revenue offices for removal.
Stakeholders say cases with no legal dispute or government claim could be resolved through record verification and field inspection. The power to remove properties from the list, earlier vested in the District Collector, was later delegated to Joint Collectors and RDOs to speed up disposal — but applicants say this has not helped.
They have urged authorities to examine applications individually and clear eligible cases without delay. The issue has also affected registrations, with officials reportedly seeking instructions from the Collectorate on plots in approved layouts hit by the 22-A tag.
Property owners want the State government to issue clear instructions to revenue and registration authorities for time-bound disposal of applications, based on verification of title documents, revenue records and ground status.
