VMRDA streamlines plot registration process after delays

The Visakhapatnam Metropolitan Region Development Authority (VMRDA) has introduced changes to its plot registration process following persistent delays, with officials identifying a bottleneck at the senior level in file clearances.

Files in several departments have reportedly been pending for months, particularly those related to the registration of plots, a key source of revenue for the authority. The issue has led to a steady rise in complaints from applicants, many of whom have alleged that registrations were not completed despite the payment of substantial amounts.

Senior officials had initially attributed the delays to sub-registrar offices and explored the possibility of setting up a dedicated registration desk at the VMRDA office in Siripuram, in coordination with the Stamps and Registration Department.

However, a recent internal review indicated that files were being processed at the lower levels without delay and were regularly uploaded for approval, but were not being cleared at the higher level, resulting in prolonged pendency.

Following this, the Commissioner has directed that all files relating to plot registrations be routed to the Joint Commissioner for scrutiny. Registrations will now be completed based on the directions issued thereafter.

The decision has triggered some discontent within the authority. Officials pointed out that land and registration matters have traditionally been handled by the Secretary’s office since the inception of VMRDA, and the shift in responsibility has raised concerns.

Sources also noted that delays in bill clearances had earlier been observed in the same office, leading to the withdrawal of cheque-signing powers a few months ago. The issue has resurfaced in the context of the present developments.

While the authorities maintain that the changes are intended to expedite file clearance, questions are being raised in some quarters over the extension of deputation granted to the officer concerned, despite the reported delays.
