AP tightens fuel sale rules at pumps amid global crisis
Amid austerity measures triggered by the ongoing West Asia crisis, the Andhra Pradesh Civil Supplies Department has issued stringent guidelines regulating fuel sales at around 4,500 petrol and diesel outlets across the State.
In an order dated May 4, 2026, Civil Supplies Commissioner K. Kanna Babu directed District Collectors to ensure that all petrol pumps dispense fuel only directly into vehicle tanks. The directive invokes Condition 16(4) of Form XIV of the Petroleum Rules, 2002, along with guidelines issued by the Petroleum and Explosives Safety Organisation (PESO).
The order states that petroleum products at retail outlets can be dispensed only into vehicle fuel tanks or approved containers, subject to a maximum limit of 200 litres. It further clarifies that retail outlets are not authorised for bulk fuel supply operations, which are permitted only through designated direct sale mechanisms for bulk consumers.
It also warns that diverting bulk fuel sourcing through retail outlets violates statutory provisions and raises concerns over safety, licensing and operational compliance.
However, the department has clarified that diesel supply for agricultural and aquaculture purposes will continue without disruption, based on actual requirements and subject to verification by the concerned authorities.
Civil Supplies Commissioner K. Kanna Babu said violations would attract action under the Essential Commodities Act, 1955, and other applicable laws.
