RINL revises executive promotion policy, links career growth to performance

Rashtriya Ispat Nigam Limited (RINL), the corporate entity of the Visakhapatnam Steel Plant, has introduced a revised promotion policy for its executive cadre, with retrospective effect from June 30, 2026.

The policy was approved by the RINL Board at its 387th meeting, held on September 21, according to an official source.

Under the new framework, executive pay scales and grades have been grouped into five clusters, from Cluster A to Cluster E, spanning grades up to E-8. The restructuring is aimed at providing a more systematic path for career progression within the organisation.

Promotions within and across the clusters will be determined on the basis of multiple parameters, including performance appraisal ratings, cumulative credit points, length of service, and performance in structured interviews.

The policy also provides certain one-time relaxations for the promotion cycle effective June 30, 2026. To facilitate the transition to the revised system, the board has waived the minimum residual service requirement prescribed under Clause 4.3.

An extended panel has also been approved for promotions from E-7 to E-8. This provision is intended to cover executives who are due to retire on superannuation by May 31, 2027.

The revised framework further changes the eligibility requirements for promotions to certain higher executive grades. From June 30, 2028, mandatory online computer-based tests and prescribed training programmes will form part of the promotion process for specified grades.

According to the management, the revised policy seeks to bring greater objectivity to the promotion process by assigning defined weightage to performance appraisal and standardising the procedures followed by Departmental Promotion Committees.

The changes are expected to provide a uniform system for assessing executives while linking career progression more closely to performance, service, and prescribed competency requirements.
