VMRDA initiates steps for ‘Vizag Bay City’ along 25-km coast

After NITI Aayog proposed the development of ‘Vizag Bay City’ as a 40-sq.-km integrated coastal hub, the Visakhapatnam Metropolitan Region Development Authority (VMRDA) has begun steps to take the proposal forward.

The authority has issued a request for proposals to appoint a consultant to prepare an area development plan and a catalytic project strategy for the proposed region. The concept envisages transforming a 25-km stretch of coastline between Kailasagiri and Bheemunipatnam into a mixed-use waterfront city.

The proposal draws inspiration from global waterfront developments such as the Bayshore Corridor in Miami and the Jumeirah Beach area in Dubai. The project forms part of the broader Visakhapatnam Economic Region (VER) plan covering nine districts from Srikakulam to Konaseema, which has been identified as a potential national growth hub.

The development strategy is structured around three pillars. The first focuses on strengthening coastal tourism across beaches such as Sagar Nagar, Thotlakonda, Rushikonda Beach, Mangamaripeta, and Bheemunipatnam Beach.

The proposed Vizag–Bhogapuram coastal corridor is planned as a scenic drive comparable to California State Route 1, offering viewpoints and leisure travel experiences. The plan also includes the development of three additional Blue Flag-certified beaches.

Heritage Buddhist sites such as Thotlakonda Buddhist Complex and Pavurallakonda will be restored and integrated into a cultural tourism circuit. The project aims to attract about 1.5 million international and high-value domestic visitors annually by FY2032, with visitors staying three to five days and spending ₹8,000–₹12,000 per day.

The coastline is also proposed to be developed as a water sports destination. While the relatively calm waters at Mangamaripeta are suitable for activities such as scuba diving and kayaking, Rushikonda Beach is considered ideal for high-energy sports, including jet skiing and parasailing.

A 75-acre adventure and theme park is proposed as a flagship attraction. In addition, Kailasagiri is planned to evolve into a spiritual, wellness, and adventure tourism hub with a 300-acre wellness zone and a 20-acre adventure sports area.

The second pillar focuses on creating a global business and innovation ecosystem through innovation districts and corporate parks aimed at attracting global capability centres, fintech firms, and multinational companies. The third pillar envisages premium residential development with about 10–11 million sq. ft. of housing, including beachfront villas, luxury condominiums, and high-end apartments.

VMRDA Chairman M. V. Pranav Gopal said the State government was committed to the overall development of Visakhapatnam. He said a consultant would soon be appointed to prepare a detailed development plan for implementing the Vizag Bay project.
