Finance Dept. Objects to Grade-II Officers Drawing Grade-I Pay

The Finance Department has objected to the practice of Grade-II Sub-Registrars serving in Grade-I posts and drawing salaries applicable to the higher cadre. It has directed the Registration Department to ensure that employees are paid strictly in accordance with their sanctioned cadre.

According to official sources, the issue came to light during a scrutiny of employee records, including pay slips, cadre classifications, and salary disbursements. The Finance Department reportedly found that several Grade-II Sub-Registrars had been posted to Grade-I offices under deputation and administrative adjustment arrangements and were drawing higher salaries.

The department has clarified that while such postings may be made to meet administrative requirements, employees cannot be granted the pay and benefits attached to a higher post unless they belong to that cadre. It has communicated its observations to the Inspector General of Registration and Stamps and sought corrective measures.

As part of the exercise, details are being collected from districts regarding the number of Grade-I and Grade-II Sub-Registrar offices, the officers currently posted in them, and their respective cadre status. Officials said officers found serving in posts above their cadre may be transferred as part of the corrective exercise.

In Visakhapatnam district, the offices at Madhurawada, Dwarakanagar, Gopalapatnam, and Gajuwaka are classified as Grade-I Sub-Registrar offices. However, Grade-II Sub-Registrars are currently serving in the Gopalapatnam and Gajuwaka offices. The offices at Anandapuram, Bheemunipatnam, Pedagantyada, and Pendurthi are Grade-II offices and are being managed by officers of the corresponding cadre.

Officials said the district-wise information would be submitted to the authorities in Vijayawada, following which a decision would be taken on cadre realignment and any consequent transfers.
