Andhra Pradesh approves PPP model for Registration Service Centres

The Andhra Pradesh government has approved the establishment of Registration Service Centres (RSKs) under the Public-Private Partnership (PPP) model to provide registration services through a single-window system.

The State Cabinet cleared the proposal, and the government subsequently issued G.O. Ms. No. 396. Special Chief Secretary G. Sai Prasad directed the Inspector General of Registration and Stamps to implement the order.

The government will establish one RSK initially in each district, except in Alluri Sitarama Raju and Polavaram districts. The centres will operate from Sub-Registrar offices, and the government plans to add more centres in phases.

The government said the RSKs would function on the lines of Passport Seva Kendras, offering slot booking, document registration and online payment under one roof. The government said the initiative would improve access to registration services, reduce reliance on intermediaries and enhance transparency.

The government will appoint private agencies under the PPP model to manage the centres. However, the Registration and Stamps Department will retain all statutory powers and legal oversight.

The selected agencies will provide office space, computers, internet connectivity and personnel to run the centres. They will also collect a service charge of ₹2,000 for each document processed at the RSKs.

Meanwhile, document writers have opposed the move, saying it would affect their livelihood. They have launched a pen-down strike from July 20 to July 31 and set up protest camps near Sub-Registrar offices across the State.

Representatives of the document writers said the strike, coupled with the Ashada month, when property transactions usually decline, has reduced the number of property registrations in the State.
