Andhra Pradesh Building Rule Amendments to Ease Approvals, Boost Realty Sector: CREDAI
The Confederation of Real Estate Developers’ Associations of India (CREDAI), Visakhapatnam Chapter, has welcomed the Andhra Pradesh government’s issuance of G.O. 161, dated July 29, 2026, amending the Andhra Pradesh Building Rules, 2017. The association said the revised rules would simplify the building approval process, reduce compliance costs, and encourage sustainable urban development.
Addressing a press conference in Visakhapatnam on Thursday, CREDAI Andhra Pradesh president Bayana Srinivasa Rao said the amendments addressed several long-pending issues raised by the association through stakeholder consultations. He said the reforms would improve the ease of doing business while providing greater flexibility in project planning.
The amendments, which have come into effect immediately, raise the maximum permissible height of non-high-rise buildings from 18 metres to 24 metres, permit payment of the City Level Infrastructure Impact Fee (CLIIF) in six instalments over three years, expand the Transfer of Development Rights (TDR) framework, and introduce provisions for environmental decks and service floors.
Mr. Srinivasa Rao said the revised provisions would facilitate project execution, optimise land use and benefit both developers and homebuyers.
CREDAI Visakhapatnam Chairman V. Dharmender welcomed the amendments, saying they would benefit developers across all categories and align with the Centre’s Deregulations 2.0 initiative.
He said the revised setback norms, provisions under the Common Zoning Regulations 2026, and changes to Section 22-A would enhance transparency, simplify the approval process, promote better land utilisation, and facilitate secure property registration.
The reforms, he added, are expected to attract investment, generate employment and support economic growth in Andhra Pradesh.
CREDAI Visakhapatnam president E. Ashok Kumar said the association had, from time to time, submitted several representations to the Ministers and senior officials of the Municipal Administration and Urban Development (MA&UD) Department, highlighting the genuine issues faced by the real estate and construction industry. He said the government’s positive response had led to the issuance of the latest Government Order, incorporating several key amendments proposed by the association.
Mr. Ashok Kumar said the revised provisions would help reduce procedural delays, create a more efficient and transparent regulatory framework for the real estate sector, and provide a significant boost to planned urban growth across the State.
The association thanked Chief Minister N. Chandrababu Naidu, Municipal Administration, Dy. CM K Pawan Kalyan, Urban Development Minister P. Narayana, IT Minister Nara Lokesh, and officials of the Directorate of Town and Country Planning for issuing the Government Order implementing the amendments.
