Naidu orders simplified public services, WhatsApp-based grievance system

Andhra Pradesh Chief Minister N. Chandrababu Naidu on Monday directed officials to simplify the delivery of government services, expand digital access to public grievance mechanisms, and resolve mobile network connectivity issues across the State within the next three months.

At a review meeting held at the Real Time Governance Society (RTGS) Centre in the State Secretariat, the Chief Minister asked officials to roll out a simplified delivery mechanism for key government services, with the first phase covering 11 categories.

He also instructed officials to integrate the Public Grievance Redressal System (PGRS) with the Mana Mitra WhatsApp platform, enabling citizens to register complaints through text as well as voice messages.

Reviewing the State’s telecom infrastructure, Mr. Naidu was informed that nearly 3,000 locations continue to face mobile network connectivity issues. He directed officials to work with telecom service providers to address the gaps within three months.

The Chief Minister also reviewed the Navachetana Early Childhood Development Screening programme of the Women and Child Welfare Department. Officials said 33,949 children had been screened through Anganwadi centres and household visits, and that a pilot project would be launched to provide follow-up interventions for identified cases.

The meeting was informed that the government had issued a circular mandating regular field visits by senior officials to strengthen monitoring and improve service delivery. Under the revised norms, Secretaries will spend three days, Heads of Departments six days, and District Collectors eight days every month in the field to identify and resolve local issues.

Mr. Naidu also reviewed the functioning of the Public Grievance Redressal System and the use of artificial intelligence and other digital technologies to improve governance.

Representatives of the Confederation of Indian Industry (CII), who visited the RTGS Centre during the meeting, were briefed on the platform’s role in governance and disaster management. The Chief Minister urged the industry body to establish its proposed Global Leadership Centre in Andhra Pradesh at the earliest.
